To encourage players playing in the lower tiers, debolstered players should receive about 90% of the same rewards that they'd receive in their original tier.
If I'm a r40 choppa playing in t2, make it so that the renown I receive is 90% of the xp/renown I'd normally get from T4.
If it is rewarding for players to play debolstered, then you will have warbands debolstering to fight in different tiers, moving the fight across the map.
