First I like to say that I really like how dev team is making something new in WAR by bringing new classes such as Beastmaster.
I saw a chart somewhere where you had other planned upcoming classes (Empire Captain, light armor healer for dark elves etc...). What I'm suggesting that instead of sticking 3 races/factions for each side (HE, Emp, Dwarf / DE, Chaos, Greenskins), you could look into warhammer lore and bring something else in the mix when you think new classes. I dont mean 3rd realm or anything, just more evil dudes to destro side and good dudes to order.
For example you could bring some Vampire Count (some kind of caster/mdps hybrid maybe) or Tomb King guy into destro side and Wood elf wardancer into order etc... Skaven and Tomb king models and some animations should be already somewhere in game.
I dont know how much you can bend 10 year old game (animations etc) but just throwing this idea here.

I'm not sure about this, but I believe they're options in implementing new characters is somewhat limited due to different reasons:
They are partially drawing models, textures, animations and abilities from that weird Warhammer Online spinoff "Wrath of Heroes", which might be a solid foundation for new coming classes, but would still need a lot of work, such as implementing more skills, stats, ability trees, and such...
And as WoH was more of a Arena-MOBA, many essential things do not comply with Warhammer Online. Like having no Mounts, etc.
And as always: Without full client control there is very little they can create from scratch.

new races are not on the table right now since we need client modification and then make new models/animations.
That list was from a semi official roadmap if Im not mistaken and many of the things there are more or less mirrors of something from the other faction.
