Terror debuff is a new mechanic and its fine, however its really annoying to respawn and still have it. I think this a bug and the only way i have found to fix it is to re-log which can lead to you losing your spot etc.
I suggest that the Terror debuff be removable at Healer NPC's for a small fee.

Technically if you died while affected by terror you should stay dead - running back from spawn is grey area, but we don't care about it. Terror is there to disable the ability to be brought back to live and make the encounter harder by it.
