Proposal: Move Rank 20 Abilities to Rank 16

As the title states.

With all the high tiers being merged, we should look into moving the rank 20 abilities to rank 16.

The rank 20 abilities are critical role archetype tools, things such as Group Heal and Challenge. The abilities are often pretty necessary for group play, and are a huge detriment not to have. Of course, a character could level those four levels to rush to get the ability, but it would a smoother transition to have these abilities available upon reaching the main tier. It gives these newer characters a level of warband viability, without breaking the carrot of level progression.

We can see this as being in line with the original intentions of these abilities. With tier 2 ending at 21, your toon would only have them for two levels before being thrust into the more competitive tier 3, which had keep sieges similar to tier 4. These abilities are necessary for such large scale combat. Since these ranks are now thrust into this War, it makes sense that characters should receive these abilities at 16 for so long as the tiers are combined.

It would also be helpful if you’re leveling a new team through the ranks, or new people playing with their friends just starting out.

You can be 16 to 20 really quickly(several hours) so no need to move anything.
