Hello, Keeper set is a really nice set for(filling) the lack of gear level 17 to 29(30).
Since two day I m trying really hard to recruit players (at prime time and out...) to go for the Sacellum dungeons, drive them to take all quests at Viper Pitt (it seem there are others NPC quest giver at Khorn war quarter or Slaanaesh chamber...).
I ask on /5 and /1 to IC channel, I made three expeditions three times over two days and finally have done the first quest part.
My feedback first is about the aggro, there is a high aggro (using the addon AggroMeter thank for it) for dps and healers and if your tanks are not the high level possible they can't keep the aggro and they take really high damage, so for a level 17 set the dungeons are a little hardly.
My charater was level 17 when I begin the dungeon now is level 19, it's ok I have not take too much XP and if I want there is a scroll to reduce XP gain (nice !), the keeper set is still relevant at this level but I have to do the second part of the quest to win the Keeper set token and it's a really specific track.
kill 15 players from Troll country scenario or from Ostland/Troll Country RvR to win one token...etc (talabecland...Reikland...).
Finally with some others players I have meet in the three groups I have run, we are agree it's the more hard PvE set to win, more hard than Beastlord, Ruin or Stakler BUT it was the more interesting for me because the sacellum dungeon are really immersive and the quest are well designed.
It will more fun if you reduce the trash aggro from NPC inside the dungeon because only a tank high level (debolstered in dungeon for sure) can do it, there is no way for tank low level and finally no interest to run the dungeon because they can't keep the aggro or sustain the big damage from hero.
If you decide to change anything, don't change anything other, I think the kill players quest are a little long too because of the specific scenario, we have to wait for the good scenario rotation. And there is not too much scenario poping all the day for the characters 16 to 31.
Can you think to make the kill quest for all the Empire/Chaos scenario or something other like only Empire players killed count in Empire/Chaos scenario ?
It's fine about the specific RvR map contested, have already done two kill quest in one day (ostland and Praag).
Finally I presume, if it's hard to find players to go on PvE, it's more and more hard to find players to run the Sacellum dungeons than running Beastlord or Ruin... because of his reputation.
I m sure more players will stop powerleveling to rank 40 if there was more nice set like Keeper set.

Aggro was a bit strange but with the use of aggro meter and detaunts people can manage it.
I agree that the kill quests of 2nd step have annoying requirements for zones. It feels bad that you have to wait for certain zones to make progress. Kill class x tasks would be more friendly for certain time zones or playing schedules.

Specific required sc instances or locations for pvp kills really slow things down and you can quickly level out of the sets viability.
Overall love the idea and dungeon but it isn’t worth the time to do again when the Gear requires so much to align open tier wise to work because scenario pops really rare at 16-30 in different time zones and some aren’t even available.

primary IB 8X, EN8X, WP7X, SL7X, KOTBS6X, and a bunch of under rr60 toons on order and destro with other classes.

i haven't done these quests myself but i will say.. good luck getting a sc pop for T2/T3 especially during NA times. 45 mins - 1 hour wait to get a sc pop only to have it close because there isn't enough players.

I have only run the Sewers quests on Order but have this to add:
1. The Dye rewards used to be 5 of each selected. Now, it's one of each selected. This is a huge turnoff to players who would run them on alts for the dyes. As it sits now, one of any color dye does little good for any one player aside from selling it on the AH. Most players, including myself, will not pay for dyes on AH as it is just fluff; however, I will run the quests for 5 of each selected. I suggest changing the dye rewards back to 5 of each to increase participation. I ran it on all 3 of my 40s and would like to run it on my alts, but participation, as the OP stated, is low.
2. The reuseable port item that you get as a reward should make it worth it for every player; however, guild scrolls are cheap and many have other similar items in their inventory. I would suggest making that item a reusable XP and Renown gain item rather than a portal scroll. If the item was 5% XP and Renown Gain for 24 hours with a 72 hour cooldown, it would definitely increase the participation number both for at-level players as well as max level players. This would allow at-level players to complete the quests and finish the sets and give the max level players a solid reason to participate.

We will make the quest complete in any scenario . No specific scenario map will be required anymore

So what kind of aggro issues do you encounter? Just slot menace on tank and use taunt + challenge to hold it. Hate building attack is useful too.

The groups I have been in aggro has not been an issue.
