What about grouping T2/T3 (lvl 16-30) into the old T2 zones and leaving T4 (lvl 31-40) in the old T3/T4 zones. There is decent T1 population, which would translate into good T2/T3 population since you're not changing the number of open zones (e.g., only one zone open at a time). We have this already in a way with new zones opening at high-pop times. The only thing is those new zones aren't level restricted.

Some advantages (in my opinion)
  • This could be a nice bridge between T1 (horizontal zones) and T4 (keeps, linear and horizontal zones).
  • Spur development of more "leaders" in each faction. I see good WB leadership and comraderie in T1 but that often gets lost in the zergfest of T4.
  • It would let T2/T3 gear up vs. being up against vanquisher-equipped T4 (no bolster doesn't really even that out).
Edit:
I just took a look at # of people online:
T1 - ~150
T2/T3 - ~200
T4 - ~450

I think that would be enough to support doing the T2 inner-keep only zones -- small scale WBs.

I also want to add in the last few days, I've seen a lot of "I'm new to the game and just hit lvl 16. What do I do?" in /ad. I think throwing people right into 3 wb v 3 wb fights with tons of 40s could be overwhelming and might cause people to get discouraged (even w/ bolster).
