hello, right now a lot of people is not getting into city due to one side having more people than the other, i have suggestion to try to fix this, cause its kinda frustrating
1-make nom 24 man instances with less rewards like no bags and only 1 crest on stage 1-2 and 2 on stage 3.
2- city scenario could give crest at a very low rate, like 1 per victory.
3- raise the number of crest drops on gold bags and purple bags and add on blue on lakes, so people dont feel forced to do city. Like 1 on blue 1 on purple and 2 on gold.

Sovereign gear should come from Cities, the change to Royal Crests introduced in RvR lakes wasn't a quick 'yes, this is fine' - it was discussed in length.
End-game / City gear, should remain in cities.
There's a minority of players who don't get access to cities when they pop - and this is usually due to disorganisation. I've not missed a city pop when in a 24 / 18 or 6 man queue when queuing instantly. People who try and 'dodge the premades by queuing late' are the ones who are at risk of not getting any pops.

I usually run 12-mans for cities and my group always got a pop when we insta que. Sure sometimes we wait for 10minutes or something but we always ended up in an instance.
Try to organize one yourself honestly, it's not hard to setup a random pug discord and to try find a good 2/2/2 combo.
