On a lvl 39 RR 43 character, a Scenario win gets me a victory reward of 7 Soldier Emblems. Once a character hits about level 34, the only thing Soldier Emblems are good for it to turn them into Officer Emblems. However, this never levels up to reward Officer Emblems as your character levels.
My suggestion: let SC completion rewards scale like the quest rewards for winning an SC do. 16-23 gets Scout Emblems, 24-33 gets Soldier Emblems, 34-39 gets Officer Emblems. This is just for the Emblem award at the end of the SC, I am not referring to the quest awards. Those are fine IMO.
