It’s very clear to me that Fanatical Cleansing NEEDS to be made a base tactic.
You literally cannot spec a WH without being forced to spend at least 8 points in judgement. It’s so very restrictive and really makes no sense.
It badly hurts WHs to be forced to spec always into the judgement tree to stay viable.

Several other classes has the exact same situation with critdamage increaser as specable tactic. Furthermore, nearly every class have "must have" tactics or abilities to spec for which restrict spec diversity. As such, I do not think your argument is valid.
