1 you form a wb for city
2 you pick classes that will help you win
3 some get +700 otheres get +0

did the tank guarding a dps that didnt get as much focus as the main slayer not help his wb
did the healer the play support (instant rez aoe slow debuff) not help his wb
did the single target dps that killed 10 healers but have low dps numbers not help his wb


remove the + to roll all go in spend the same time and try and fill there roll but some never see more then +100 to a roll

There is more than guarding to increase protection value. You can be 2h tank in a ST group and still become champ in stage 3.
