Short answer is 'yes'.
While you can level in pve, and there are dungeons at max level that reward pretty good gear, endgame is strictly pvp, as well as the only way to get the best armor in game (weapons depend on class and spec; some have BiS from pve).

any NON pvp related content is useless. System highly put walls of gears in renown level, not standard levels (with some exceptions), which leads to:
PQ? trash rewards.
PVE? Just end game. all pve from level 1 to 39 is garbage and a time loss
Raids? hahahahahahahahaah

Sure, PQ rewards are not that good, but can help to get a set for early tier. Dungeons (PvE) start at level 15 with a simple instance that can provide a full set for a level 17 (worth until level 25+ with good talismans). After that Gunbad can be done at level 35 and provides a level 40 set (great on tank/healer). After that, City dungeons, Bastion Stairs, VH are for level 40, with some stuff (Conqueror/Sentinelle is good enough). We are a bit far from "just end game".
@OP : if you want to play RoR, only doing PvE, at some times you'll get bored, but give it a try ! There is a lot to explore, quests and stuffs !

Also experienced regular pve runs are rare. People stick to guild groups as pug dungeons have a high fail rate.
PQs are fun for the unlocks and how the story develops. With the blue coins you can buy high level crafting boxes and end gear potions.

I would like to add that if you are a "PVE fella" (or lady) that you should still try out the PvP in this game while also exploring the Warhammer lore from PVE.
On the whole, the population that plays here is helpful and mostly non-toxic. It is definitely a less hostile environment (if you don't count people trying to kill you) than most PVE games I've played where you can get an unending set of tells enumerating your mental, moral, ethnic and familial deficiencies if you happen to step on the blue thingy at time X when you should have stepped on the green one.
And human opponents are a lot more interesting than AI ones general anyway.

100% agree here. I normally HATE pvp, but the RvR here does not feel like the PVP (I believe) you are used to and I absolutely LOVE it. You don't normally get insta-deleted (unless you get jumped by a group as solo.
Working as a group in RvR here feels like a much more dynamic PvE experience. I urge you to give oRvR a try.

to the actual question
pve here is VERY limited dungeons are basic as hell if you have played any mmo post 2007 youll have come across better mechanics with that said pve does give some of if not the BiS gear for certain classes

the worst thing about pve in ror is that you have to do it as some of the best in game gear will be locked behind dungeons. bastion stair kinda grows on you after few runs, other dungeons are miserable clench your teeth until done weekly grinds

It is a GREAT world to explore. And if you create a human, a dwarf, and an elf you can do each racial story line in the game. AND since you can play both realms on this server you now have six very well detailed and immersive story/quest lines.
The game though is designed as a PvP game. In pve you can max your career level to 40 just like any other player on the server. But Warhammer also has an additional Stat called "Renown". There are 80 levels and renown points are only earned in PvP. Renown allows a player to customize their play style. You can increase defensive stats, or offensive, healing or life regen for non healer archetypes, and much more.
Also, every ten renown levels you get an extra Mastery point which can be used to increase ability stats and abilities.
Side note; When I started playing this game in 09 I hated PvP, and did not do any till after I maxed out my Career. Since then I have become a pvp junkie.
