shield and spell
is it possible to work on a mechanic where spell can no more be blocked but instead resisted or disrupted(wtvr that mean) , cause blocking a DOT (damage over time) by BW for exemple is kinda WTF , how do you block a dot or even a fire ball ?

Well that's the purpose of shields: to give you a chance to block - i.e. completely avoid/nullify - all types of incoming attack (mphys/rphys/magic). If block fails, then you get chance to disrupt (for magic attacks), and if the attack bypasses that, resistances are applied (after other stuff like toughness/aborbs iirc, not 100% sure on the order though).
It's what makes block so powerful, and also relatively difficult to stack in high amounts (you mostly need to rely on % modifiers from abilities + tactics/renown/talis etc).
I doubt you'll get much support for making shields useless against magic

If you think like this it will be a tad easier to get the idea of why you can block dmg/effects.
Melee -> Axe -> Lands on shield -> No damage to character = Block
Caster -> Fireball spell -> Spell lands on shield -> No damage to character = Block
Caster -> DoT spell -> Spell lands on shield -> No damage to character = Block
Let's say you need to curse someone, you would need LoS, if someone is hiding behind a shild during your chanting then you wont see em.
This is gonna sound like I'm smokin' something but try to visualize the magic
