Rationale: Heaven's blade is only marginally useful as a general resist debuff especially considering you have to hit and proc with it compared to Knight's aura "which just works" and the benefit is just a 60-70 points more debuff. Further, it no longer stacks with WoH as it did in live so it is of no use in particular to the SM (which was the only reason SMs ever used it on live anyway). Bringing back the resists/armor buff version of the skill allows the SM not only increase their own survivability but can act as a "poor man's knight" for groups that don't have one available.
Bonus points if you make it work like a stronger version of a Knight aura where it both steals and buffs, but that might be too greedy.
