Allow self-edits on the bug tracker

Hello devs,

Currently the bug tracker prohibits regular users from editing their own tickets and notes. The ability to edit tickets and posts was a really useful feature on the old Github tracker, whether it's just fixing typos, providing further clarification after realising you had missed something, etc, without having to resort to further comment spam which clutters up the ticket.

Please can you tick the box that allows regular users to be able to edit their own submissions on the bug tracker.
