Here are dark elves core tactics:
Dark Blessings- 10% more healing from direct heals.
Bathing in Blood- after killing an enemy regain 471 health over 9 sec.
In the entire live of RoR history, I don't know a single DE player who used them, besides occasional sorc using BiB while pve farming.
Every other race has at least 1 useful core tactic, dark elves have non.
So the suggestion is to replace those with whatever, that will be actually useful.
