Suggestion Request for EU Latency-Matching VPN

Like the title says: PLEASE?

This post is an 'extension/expansion' on a thread I started about 3 months ago regarding the MDPS challenge with latency aggravating the server not registering abilities with 5-foot range vs. what a few of us yanks see portrayed on our rigs' screens. Finding a VPN that would accurately emulate my IP locating in the EU, better yet the specific country/region that our server is located, sounds like a damn good idea. Unfortunately for my Mara (Marauder + Sad Panda = "Sauer Maranda" ) and Choppa, and BG, etc., I am not knowledgable in which VPN to implement, nor how to customize said, if that's what it takes; not even in 'what' to type into the search to get an accurate answer.

What do you lads recommend us yanks to do? Has one of us state-siders found a VPN that does what was suggested to me (within this logical suggestion was the caveat, paraphrased, 'It's a crap-shoot; good luck,' and I'm still searching, maybe just not with appropriate verbiage/vernacular) for such a specific query. Any help from anyone and everyone would help my 'Sauer Maranda' stop looking like he's been suckin' on a fresh lemon.

In this case, VPNs are not about emulating your presence in the EU region. You need them cause they potentially have a better route through the internet to the RoR server.

For example, let's say that you have 5 hops to the RoR server.
VPN might decrease the number of hops needed to reach the server, and also might have a better latency hops to it..

So, is there a means to determining which VPN would produce this desired result? Is there a setting within all VPN parameters that would facilitate this? In a broader sense: what VPN(s) would the community recommend to achieve this desired result? Is the VPN that Elven provided the link for many months ago (when that was the only way to access the server for many of us, and it worked great!)? I don't remember the name... Hot Spot, or Hot Shield... something like that. Is there a better one(s) to choose from?
