The way it was on Live was based on your opponent's renown rank. So for example, if you kill someone who is renown rank 1-9, a recruit medallion would drop, a level 10-19 would drop scout, 20-29 would drop soldier, 30-39 would drop officer, 40-49 would drop conqueror crests, or cluster of conqueror crests, and so on and so forth.
That system gave incentive to kill higher RR players (who usually were better geared) and would help gear you up faster. Keeps also gave you one medallion (and a bag though I know why the devs removed it). Scenarios would also have a good chance of dropping medallions which currently don't drop any at all, forcing people into zergfest that also yield no medallions because of the lack of opponents to kill.
I don't propose this change to happen in T2, but I hope you consider making it for T3 as it will be required with the really high prices on medallion gear. Also, since bags are not given at keep takes (with the RR gear in them) the grind would be longer than that on Live. Increasing the % drop rate should also be a priority.
