Touch o f palsy CHOSEN ABILITY

I tested touch of palsy on mobs, and i did with FOCUS OFFENSE tactic & and without it.... And the dmg per tick it's the same...

So, Is it bugged? Or it's me? Because i thought FOCUS OFFENSE tactic should apply to all skills.
