Honestly, Forts are basically instanced when you think about it.(As i've also thought instancing them would be a huge improvement. But they're also actual places in the game so i don't even know if it's possible to instance them) They have a population cap(Or at least are supposed to) and when there are too many in it, you get ported out and q'd for entry. That part of Forts isn't the problem. The part of Forts that is a problem is redundancy. You're literally just capping another keep after capping a bunch of other BO's.
If you really want effective forts with fun game play, I'd suggest giving each BO a buff that applies to attackers if they hold it until stage 3. They can all be Damage increase buffs(or damage reduction) or you can get more creative with it. The doors of the fort should go down at the end of stage 2 regardless. As the attackers, you literally just took a Keep(painfully similar to taking fort hence redundant).
For me personally, Forts represent the worst parts of this game. If they were taken out, I wouldn't flinch tbh, as I've said many times, once I get my invaders(which I won't be using...that system is lame as **** as well) I'll be done with forts and won't be participating.
In conclusion, Forts are lame and as the Spice Girls once said, you need to Spice up your life.

Yeah I understand that. OP: You cannot expect to have final stage of oRvR instanced Scenario? It doesn't fit after all the semi chaotic/organized massive battles in T4 zones.
