"Bolstering" in cities all lvl 40 gear to the overall stat level of sovereign. Something alike:
"On entering the city disable player's ability to change gear, scan all gear slots, apply stat buffs according to what is worn"
Now coming to "why" this abomination came to my mind:
- "Levels" the field, killing any notion of "oh no, enemies are all sov and i'm not, so i should not even care", thus in the end promoting more fierce battles in the city. After all the cities are intended to be the endgame if i recall correctly, so it would be logical that the gear power gap (or, better to say, "ilvl" gap, a gear set that is thoughtfully assembled should be better than a careless mishmash) should specifically not exist there.
- Potentially allows for alternative, city specific builds/bis sets. Overall stats are roughly the same on gear, but they are distributed in different ways on different sets, and the "older" set bonuses may shine while being on a "top ilvl" gear.
Potential problems i see:
- It will be really hard to "nail it" in the first iteration and then to balance because it may create an entirely different meta, which is kinda the point of it.
- It may or may not force players to have duplicates of items with different talismans for optimal city gearsets.
- It is probably very dumb.
