Crazy/dumb idea i had - City gear bolster.

Okay, i know this is a nightmare fuel for any game balance dev, but hear me out:

"Bolstering" in cities all lvl 40 gear to the overall stat level of sovereign. Something alike:
"On entering the city disable player's ability to change gear, scan all gear slots, apply stat buffs according to what is worn"

Now coming to "why" this abomination came to my mind:
  • "Levels" the field, killing any notion of "oh no, enemies are all sov and i'm not, so i should not even care", thus in the end promoting more fierce battles in the city. After all the cities are intended to be the endgame if i recall correctly, so it would be logical that the gear power gap (or, better to say, "ilvl" gap, a gear set that is thoughtfully assembled should be better than a careless mishmash) should specifically not exist there.
  • Potentially allows for alternative, city specific builds/bis sets. Overall stats are roughly the same on gear, but they are distributed in different ways on different sets, and the "older" set bonuses may shine while being on a "top ilvl" gear.

Potential problems i see:
  • It will be really hard to "nail it" in the first iteration and then to balance because it may create an entirely different meta, which is kinda the point of it.
  • It may or may not force players to have duplicates of items with different talismans for optimal city gearsets.
  • It is probably very dumb.
Now, I know that this is just impossible, something that may even go against the dev's view on the city itself, but i still do wonder "what if", and reason why i even post it is because i really would like to hear your thoughts and see a discussion on how bad my idea is.

It wouldn't be hard to balance or "nail" at all if they just went with a flat stat allocation.

Everyone who enters the city gets 900 of their primary stat, 500 of all secondary stats, plus renown rank on top of it so the more advanced people still have a bit of an advantage. Things like block/parry/disrupt/regen can be based on gear.

gear is not the problem, why the players think, gear is the top indicator for playing a class, that is false. that was on live at mythic. here it is comlete different. gear is not all. you can wear a lower gear as the enemy but you can kill players with the better gear, if ypu know how to play ypur char, this learn curve is importaner as just wear the better gear.

that is the mainproblem, that this the players don want see, they cry," jave not a good gear, that is the reason why i lose against a better geared player" that is complety wrong and false. the players have forget how to play a char and take their time, with their char, what a pro and cons, that need time, the players must rad the skills etc.

the system how it is is finde, if you want easy mode in many steps, then go away and play another game. here the devs do a great job. the learn curve is here importanter as on live at mythic, that is a very good different. the players must learn to play and the basics, so many pöayers dont know what the basics from the chars is

Yeah, but it will be the most boring way to do that, and maybe wrong, as it "makes gear to not count" which is really, really bad for an mmo.

But you can't deny that on equal skill level player with the better gear has better chances to win, and that's a problem for a "competitive" gamemode.
Also you completely missed the second point, which was more of my intention - to diversify the "bis" sets and maybe even specs in the definitive "wb vs wb" environment.

yeah but how you wrote equal skill player. but how many players have the equal skill lvl, very few pöayers. many have no idea, how their chars works and many are doing zerging and just smash buttons
