Bad idea. Ruins gameplay in all other tiers besides the highest.

There are several people posting objections to this idea, but what they don't post is their reasoning for that opinion. The twinking was mentioned, but an option for slower XP gain rather than completely stopping it will still limit every character's time in lower tiers, and it's not like twinking isn't possible even without this feature. So what I ask the people saying no to this: please post why you think it's a bad idea. Not just what seems as it is, a gut reaction without thinking it over.

My reasons for wanting this feature is chiefly the PvE element, which WAR, despite being a RvR-focused game, has plenty of. I always felt that WAR actually penalizes people for doing the PvE parts of the game since you won't have any advantage over those who RvR as you can get XP and gear via RvR just as much (which is perfectly reasonable, this is a RvR-focused game after all, RvR-exclusive players shouldn't be penalised). On the other hand, if you do PvE, you will get ahead of your RR ranks and access to its benefits in ranks, which will eventually move you to higher tiers, where you will actually be at a serious disadvantage compared to people who only, or mostly, RvR. Limiting the XP gain (in PvE, if nothing else) would also limit this disadvantage. Do note that in order to overcome the disadvantage of PvE vs RvR, they still need to engage in RvR to earn their Renown just as much as those who only RvR. Also, it would mean that people with no higher level characters to supply them with gear will be more able to make up for that by putting in some extra time and effort, since they can grind without being booted to a higher tier. And I personally think that extra time and effort committed to a game should be rewarded, not punished.

With the last tier structure from live, not what we currently have, twinks were a non-issue apart from broken lotd stuff, which is easy to fix.
XP-off makes it possible to play pve for various reasons without having to worry about your xp to renown ratio.
People who say no sadly have no idea what caused imbalances in the lower tiers.
Dying is no option.

Reasons are simple and occur in several games: Ultra high equipped noble twinks rofl face stomping newbies. The butt :| situation should only be end game fun.

If you wanted to have more attention to PVE, then set the old R/RR restrictions that were active when RR80 was max.

There exist no super high items to twink out. The only exception was lotd gear in t3.

Having access to epic talismans is a big thing in T1. I know what I did in T1 when lvling my sorc always being Int soft capped, face melting lowbies. This server. Not live.
If I can do it, everybody can do it.

XP off just attracts assholes. It always does.
If you want to make use of the whole content, get the old RR=R restriction back in.

And the current setup prevents this how exactly? The modifications to the original proposal would mean nobody can stay RvRing in T1-2-3 indefinitely (except for the server-wide level cap). Just longer. So you may build an uber-twink character, but they inevitably end up in a higher tier, which defeats the point. The only twinking problem that remains is the kind that is being done already.

You melt the same pugs you melt in t2, t3 when it is out and in t4. It's not about lowbies or not. ;)
Low lvl talismans exist, they are meant to be used and not for higher ranked items because "you outrank low level items so fast, slotting talismans is a waste of money".
Currently the only time you have to farm crafting materials from scavenging (apart from pvp kills) and butchering is at max rank, because otherwise you only get XP.

RR=R is bad, because you don't suddenly leave an rvr fight only because rr is capped and you need faster xp. This all was changed on live because it was proven as bad. The possible keep rewards are a little bit too high but that's another story.

XP-off with the current tier structure is bad, no question and only a few have enough money to use proper talismans (blue and better). The point is, why use better talismans or farm them, when you outrank the items? Only the top 5-10% who don't care continue to use them.
The cap is 26 and you could say there is enough time to farm crafting mats but you have to look far ahead, we have a special case currently, because people stay far longer in t2/t3 than usual.
Dying is no option.

Twinks are enjoyable for all the wrong reasons. Yeah it's fun to effortlessly murder everyone else but on the other hand they make the game less enjoyable for others specifically new players. Server longevity is directly related to not only retaining players but bringing them in. If you want to see this server stick around for as long as possible then it has to be fun for everyone not just ourselves.
