What you are doing here is following the same nonsense logic of Mythic, when they tried to fix t1 powergaps.
Removing shoulders/helmets from drop tables for regular players, while old chars keep them. They tried to improve balance but they made it worse.

Getting the best blue drops, all lair loot, unlimited farming for pots, unlimited farming purple fragments for tallies, you know, things that would normally cause you to gain XP and force you to go to the next zone.Funny but this is the only major difference here.
