make another queue for players under 20
so people coming up can still queue for RR
and level 20s get even matches

for the most part it's the people leveling who create unbalanced scs

It's an intermittent problem, sometimes the game kicks me to character selection when changing areas
It doesn't happen 100% of the time, but it certainly has become frequent in the last day or 2

Not sure if other people are getting this as well or it's just my client or location (Australia)
