This is a very minor punishment. Notice that the several days is required for them to not be able to participate in the next city. My suggestion would be to allow only group queuing for cities and then mix the groups together for wb vs wb play. By doing that we wouldn't have organized premade warbands facing pugs. It would be a random mix of organized and pug groups for a more unpredictable outcome.
The queue system currently matches solo Qs against each other. City requires that all 24 players on both sides play out the game until there is a clear decision or it ruins the match for everyone.
If you play soccer or basketball at the local park and you agree to be one of the players for a match - no one is going to let you come back and play next week if you decide midway through that the teams are "bullshit" and walk off.
Same principle here - signing up to queue city should be considered to be making a commitment to the other 47 people in the match that you will play out the game unless there is an agreed forfeit by a clear majority on one side.
You are still allowed to quit, you just won't be welcome back next city if you break the rules by quitting midway.
